My 2017 450 mason dump is running 2500 at 70 MPH with the stock Conti 19.5s. Its a V-10. With 4.88s. Runs smooth and quiet at that speed no problem. If you plan on running 80s on the highway a lot that might be too low for your application. I never check fuel economy on the work trucks but they spend 90% of their time under 45 and pulling or hauling something. If I look at the lieometer it will say something like 6. But thats not a fair assessment of potential as a LOT of miles are driven at sub 25 MPH. There is also likely a higher than normal idle time in there even though we try not to idle. A lot of work is stop and go from one minor issue to the next.
I have a 2010 450. Same set up but with 5.36 gears. I have run that on the highway without issue as well. But again. Thats not sustained long miles of highway.
Not the same generation of truck, but my dad's 2008 F450 with 4.88s is pretty happy at 65, 70 is good just uses a little more fuel, and can run 80 but mileage really suffers then.

The noise level and fuel economy of the cruising RPM will depend on which model year is being considered for purchase, which is not specified in the original post. While a "purchase decision is nearing", it isn't clear if the eminent purchase is of a new or used F-450, and if new, whether or not it is a left over 2019 still on the lot, or a 2020 which are not being manufactured currently.
The difference of note in this thread between the 2019 and the 2020 lies in the transmissions, Manual isn't available in the 2020. And the automatics are different in the 2020. The 6 speed automatic in the 2019 has a final drive ration of 0.674, and the 10 speed automatic in the 2020 has a final drive ratio 0.632. Therefore, with tire diameters and axle ratios being equal between the 2019 and the 2020, the 2020 engine RPM will be that much less when cruising 70 mph on the interstate unloaded in top gear.
My 2019 F450 with 4.30's is running around 2,200 RPM at 70 MPH on the stock 19.5's. A 2020 F450 is probably around 2,000 RPM with the 4.30's since the 10speed has a different final drive ratio in 10th.
The 4.88's are likely to be closer to 2,500 RPMs in a 2019 or 2,300 RPM in a 2020.

Right. It isnt clear if the OP is talking new or used. Thats why I mentioned the 17 and the 10. He also states little or no load.

And any comments about 4WD? I don't really need 4WD, but if I find a 4WD truck is the right fit otherwise, how much does that affect fuel consumption or highway cruising considerations?

I went to use the calculator, but on F450/550 4WD models I cannot find the transfer case ratios. I look up the VIN and can find the transmission ratios, but it doesn't provide anything for the transfer case. Any idea where to find this for 2017 and 2018 models?

Does it matter? Do you plan on reaching highway cruising speed in 4WD?
When in 2 HI, the transfer case is transparent to the equation. The input and output speeds are the same.
When in 4 LO, the transfer case gear reduction ratio is 2.64:1 on a 2017-2018 Ford Super Duty.
You previously mentioned having an interest in 2016 model year F-550s as well, which use a different transfer case, having a 4 LO gear reduction ratio of 2.72:1.
But for your calculation purposes for highway speed cruising, the transfer case isn't really a factor in typical use.
