Well this description of an FBCA is for a Model 7200-vv 2BBL carb, but they probably work the same...
It controls a vacuum bleed metering rod. When extended, the rod is seated and gives a slightly rich mixture. When retracted, the metering rod bleeds vacuum from the control vacuum chamber into the fuel bowl. Lowering the pressure in the bowl, which leans out the mixture.
I have the feedback solenoid on my 85 van with a 302 engine and the 2150-2V carburetor. It has a triangler base and a 2-wire connector. It operates under control of the EEC-IV system to help regulate the air-fuel mixture. My solenoid plunger was sticking in the lean position at times and causing the engine to sputter like a sticking float. A new one was $34 at O'Reily's and $125 from the Ford dealer. I decided to just use the one off my spare carburetor.
On the 1 barrel carb on the 300, the feedback solenoid is towards the front of the carb with two wires coming out of it. This controls the mixture somewhat. The solenoid on the rear with four wires is the idle speed control motor. It does just as its name says by extending and pushing on the throttle, or retracting. There's also a throttle position sensor at the base with three wires.

Do you know if the "idle speed control motor" has a vacuum line attached as well?
