I used to run a 7 pound pump and no regulator but I still had occasional vapor lock in the summer so I upped to the 15si Carter with a regulator and return line. No more problems. Not to beat a dead horse but the pump has got to be as close to the tank as possible.
Carter Pumps are not what they used to be now they are just chinesum crap.
I suggest you just go with a facet and be done with it something like the 40137. Unless you are circle tracking or drag racing that 460 it will have more than enough flow to supply it.
The facet cube pumps will digest handfuls of garbage and lift with no issues (unlike centrifugal pumps) The Facets are OEM on lots of equipment from Mil applications to off-road and generally last a couple of decades before needing replacement.
