Power steering issues

Power steering issues
I'm back again. more issues, same truck. 03 Navigator.
Power steering is weak backing up and at the beginning of going forward. Its straightens out after about 45 seconds of moving. Not 45 seconds With Out moving. So it only gets better while actually moving.
I've read about flushing it out. How is that done? Check belt, All belts seem ok from what I can see and feel. I'm not sure what else everyone recommends.
