I replaced my EEC-IV with a Cardone remanufactured unit from Rockauto. Do any of the ECMs in the below link match the # printed on your ECM?

It does not look bad. Not that you can diagnose from pics anyways.

Clean it up, replace the electrolytic caps.

Your backfiring and surging most likely are not caused by a faulty PCM.

That is probably the best clue you have given. BTW, this is post #3 or 4 on the same subject, so what I will tell you is probably info you already have heard.

PULL THE CODES!

I would check your base timing. Removing SPOUT disconnects the advance signal from the ICM, so you are running on base timing. Past that, check for vacuum leaks.

I have no exact idea the pcm code for that calibration code, but my 94 ran on a LAW0 .

I have a cardone replacement & the cap repaired original.

PM sent.

no vacuum leaks and when I set the base timing at ten it will run good with no spout but plug it in it retards the timing so bad it just backfires and shakes like crazy when you give it any gas to get it driving I had to set the timing by trail and error set it drive it adjust and repeat

I don't know anything about your engine but on the 4.9 the timing mark on the balancer is very hard to miss and get confused with another mark. What I'm saying is double check your procedure and marks to make sure that is all correct.

I did when I built the engine I used different colored paint pens to mark different points on the balance 0 ten and twelve

So is your engine running still without the SPOUT plugged in, regardless of computer?

And did you or did you not put the msd box in? If so it needs to go.
