PULL THE CODES!
I would check your base timing. Removing SPOUT disconnects the advance signal from the ICM, so you are running on base timing. Past that, check for vacuum leaks.

no vacuum leaks and when I set the base timing at ten it will run good with no spout but plug it in it retards the timing so bad it just backfires and shakes like crazy when you give it any gas to get it driving I had to set the timing by trail and error set it drive it adjust and repeat
I don't know anything about your engine but on the 4.9 the timing mark on the balancer is very hard to miss and get confused with another mark. What I'm saying is double check your procedure and marks to make sure that is all correct.

I did when I built the engine I used different colored paint pens to mark different points on the balance 0 ten and twelve
