Ford US and Ford Canada were constantly changing stampings, serial numbers and parts numbers (and 53-56 really switched things around) There are honestly more exceptions to the rules than there are rules.
I believe you found the frame number. There should only be one of those. Earlier Fords had a second number under the body but not trucks at this stage of production.
To me, the only puzzle you have is the pinned tag you show says the body style is 81A which it should be for the truck you have. You posted your serial number to include 85A - which would be a chassis with a windshield and cowl which was used for after market box truck bodies like milk trucks, etc.

All of my 56's had 2 frame stamping, one above the steering box and the other roughly mid point between the running board brackets on the same side..
You may be very right that your truck is actually Ford rather than Mercury, looks as though the doors and hood were changed at some point..
I have the same thoughts. The interiors of the doors are red, there are small patches of blue paint on the inside of the hood by the hinge mounting and the rest of the truck is that darker green colour.
