OK so I solved this bad boy. Bought this:
Then blobbed it allover the rubber seal and into the cracks of the seal making sure to keep the sealing surface flat and smooth. Let it dry over night. Put it back on and now I can fill it up and get no more leaking or fuel smell in the cab. Can't believe I didn't think of this sooner.
