Back in the mid 80's I owned a body shop specializing in higher end Yuppie cars--most had or wanted the BBS wheels that would must haves back then. We refreshed them with body-matching colors in the center then clear coated the entire wheel. They looked great. didn't retain brake dust and were very easy to keep clean.
Its a good idea--make sure to use nothing but the best material and allow them to cure before installing and driving.
clear powdercoat would be the "best"...but there use to be a product called "wheel-lac"....it was an acrylic lacquer for wheels in a spray can...it worked and finished very nicely! and of course you could buy any good urethane clear with a hardner and spray that too.
I cleaned the wheels up a few years ago and when I change the tires I want to clear the wheels at that time. They still look good but with clear they should look better. You can see what I started with, 1200 grit wet ant dry and rubbing compond made them look a lot better.
