As far as I know you'll have to find one out of the JY or from another second-hand source. They are indeed specific to the 78/79 second gen Broncos and in my experience are the first things to be scooped up in a JY when one of those Broncos shows up in the JYs around where I live. There's a very small JY where I live that isn't frequented much and they have a 79 with a hard top, but it's missing the windows and who knows what else. I've considered buying it just to have as a spare for my 78 considering how infrequent they seem to show up.
