The purpose of the heater bypass valve is to cut water flow to the heater core when the A/C is switched on, for obvious reasons. I believe the vacuum line goes behind the dash and into the HVAC control which, sends manifold vacuum to the bypass valve when A/C is selected.
Behind the HVAC control on the dash you'll find two vacuum line manifold plugs that plug into the control. One has 7 vacuum lines, the other has three, These are all color coded. The one that goes to the hot water cut off valve has a brown stripe and goes to the plug that has three vacuum lines.
