Carter AFB question

Rebuilding the Carter AFB Competition Series carburetor on my 77 F100 351w.

Before taking the carb off I noticed there was some binding at times. With the carb off I can see that the secondaries will barely open when this plate is engaged. Fiddling with it I can put the plate in a position where it doesn't interfere and the secondaries open normally. But, this plate puts itself back in position (to me) randomly. Is there something else here that isn't set up correctly that is causing this?

Okay, I figured that part out... it is activated once the choke is warm.

Now the trouble I'm having is what this piece of the throttle linkage does and how to correctly hook it up. The Carter manual I downloaded doesn't show this pictured. When you open the throttle it flops over never to return. It is possible this is something for another vehicle's set up, but I'm not sure. It was never attached on the truck.

Looks like a Ford kickdown arm for an automatic transmission kickdown rod.
Is yours a manual or auto trans?

When not connected to the arm from the transmission they're usually pretty floppy and loose.

Doh! Of course! It is an auto... Guess I'll be adding a kick down arm to the list of things missing from it. Thanks.
