No buzz

1997 7.3 No buzz KOEO can hear relay and have looked for IDM fuze the manual lists position 11 for idm relay but there is no fuze in slot. Clearly I am missing something.
Any help to clear my confusion is appreciated.

Are you doing a buzz test with diagnostics? 7.3 doesn't buzz automatically in the startup sequence like a 6.0. Need Forscan or other diagnostics for buzz test on 7.3.
