I purchased a 2013 F250 with the 6.2L for cheap, The person who sold it to me says, He thought he PCM was bad and replaced it. As well as the BCM and the ICM. When he hooked it up to IDS to do the programming of the new modules he found it shows the RCM is not responding.
With that said i've been playing with the truck and IDS for the last week trying to confirm its the RCM that is actually bad. This truck is an old mine truck and everything is extremely fine powder dusty. While I've been trying to narrow down the actual problem i found the BCM has a row of fuses that are not powered. 33-37. 33 is the Restraint control module. I also found the BJB has a row of fuses not powered. 52-56. 56 is Passenger compartment fuse panel run/start feed. I've checked these with key both on and off to make sure. What I'm having trouble with is finding what supplies power to these rows? is there a relay some where? Could the RCM be bad and cause it since the computer is not allowing for the truck to start with the not active?
A slight side note is While Ive been playing with this for about a week. 2 nights ago the RCM showed up in IDS. I was able to get in and do the Pats Parameter reset for the new modules. And the truck cranked over. I tried again about 10 minutes later, Nothing had changed except key had been turned off and on. And it's back to where I started. No power to those certain sections of the fuse blocks. and no start.

The RUN/START relay in the BJB powers that row of fuses (and more) in the BJB that you said are unpowered. One of them, fuse F56, supplies the BCM fuses you mentioned including the one that powers the RCM.

I appreciate it. I know I checked that relay. Swapped it with trailer lights relay and those lines are back active. I'm still having an issue starting the truck. I've checked all fuses and relays for starter and nothing. The rcm does have a code in ids about a communications line. And the bcm has an error about initial configuration not being done. Not sure if either of those would cause the no start. I'm playing with it now. If anybody had any suggestions I'm all ears.
