That's a pretty redundant system, if you have both of the original keys you wouldn't need, nor think to, make another duplicate. One original should have been sufficient.
Clone keys copy the chip id stored in the old key to a special clone key that can have it's chip id programmed. So you end up with what two keys that PATS sees as identical. Just an point of clarification.
Yes, but results in the same outcome, a spare key at a lower cost.
What you believe it "should be" ain't what is. The system requires TWO unique keys for programming via any of the previously described methods, that's how it was designed twenty or so years ago.

Well, that's rather obvious, but thanks for injecting your attitude in the conversation.
Im in the same boat. I dont have a manual but have been to several keyshops and they all quote that huge price saying its an anti theft device. couldnt we just disable the device and thus the need for expensive keys for an old truck?

No, unless you want to 1) ship off your PCM and have it reprogrammed to delete PATS or 2) purchase and install a tuner that includes a PATS-delete option. Either way, you're going to pay more than simply buying the necessary key(s) and either have them programmed into the system or learning how to DIY (see post # 12).
Or, see the first couple of posts in this thread for lowest/no cost options (for now).
If you have AAA you can have them have a locksmith come and do one for free. Just tell them that you lost your key and can't get in the truck. They will cut a key from the VIN number and unlock the truck. They will cut with the Ford key Pac reader from your truck and you are set to go. Had a key wear down and they did this for me at the VA hospital in about 20 mins. They have books that show this and they then hook up to your PCM under the dash.
