looks like it has "Eaten" a glow plug in it's day..... I assume that is not the dead cylinder with the Piece missing from the valve.
I've seen piston tops look worse and still running.
Of course the rust is not normal but I'm sure you could clean it up and fill the cylinders with some PB Blaster to free up the rings... maybe even a diesel Soak

I just assumed that it may be a bad cylinder but I definitely can be wrong. I'm still planning on switching heads anyway so the chipped valve wont be an issue. The rust is a little bit of an issue as of now but after a quick clean up with a brush and maybe a honer to put some new cross hatch on it then I think itll be good to go!

I thought you were talking about the Pits in the Pistons..... as I said I have seen worse with no issues.....
The Valve with the chunk Missing is obviously a problem and must be replaced.

Sorry. I misinterpreted what you were saying. I was actually thinking since I have the 7.3 as a parts motor, can I use the valves from the 7.3 in my 6.9 heads? I read the exhaust valves was made with a better alloy in the 7.3 so if I can I would like to replace them with better valves.
That chipped valve would definitely cause problems. Good job disassembling the engine. I agree that running a hone through the block and installing new rings and a valve should get you running. I'm not sure about valve / head swap ability between the 6.9l and 7.3l though.
