Clearing codes...not clearing
I have done KOEO and KOER. KOER only 51 comes up, KOEO all 3 are present. So I have tried clearing the codes every way possible. start reading codes and pull jumper, disconnect battery turn on lights, tough +/- cables together. Problem is when I jumper the self test plug again WITHOUT having started the engine, those 3 codes are still stored. WHY?

KOEO has nothing to do with the stored memory codes. It is an electrical check and you are not passing the electrical check.
So you can not clear KOEO codes.
The below is for KOEO and Key On Engine Running codes only:
Service Code 32 in Key On Engine Off and Key On Engine Running indicates that the EGR valve and/or EVP sensor voltage is lower than normal in the closed position. The EVP voltage is less than the closed limit voltage of 0.24 volts. Because of the preload of the EVP sensor it is very difficult to determine whether the EGR valve has malfunctioned or the EVP sensor has an abnormally high resistance.
Possible causes:
-- Poor continuity in EVP sensor harness or connectors.
-- Damaged EGR valve.
-- Damaged EVP sensor.
-- Damaged processor.
Service Codes 51 (ECT) or 54 (ACT) indicate that the corresponding sensor signal is greater than the Self-Test maximum. The maximum for ECT and ACT sensors is 4.6 volts.
Possible causes:
-- Open in harness (ACT or ECT).
-- Faulty connection.
-- Faulty sensor.
-- Faulty processor.
More than likely a cold engine.
And for 52:
NOTE:
Some vehicles are equipped with a PSPS software strategy, but do not have PSPS hardware released for the engine/vehicle application. When Service Code 52 is received in Key On Engine Off, check to see if the vehicle is equipped with PSPS. If not, disregard servicing the Code 52.
Service Code 52 indicates that the PSPS circuit is open.
Possible causes:
-- Damaged PSPS switch.
-- Open harness.
-- Damaged processor.
