UPDATE:
Pulled the tag off the block and cleaned it up. It appears to be a thin rigid gasket-like material. It's pretty faded, but there are some areas that you can tell were engine color (yellow), as Kevin mentioned, particularly on the reverse side. This one is cracked in a couple places, so I think I might just find a similar material and use this one as a stencil to make a new one, cuz it is kinda cool.
