That's a pretty tame punishment compared to a lot of mistakes he could have made.
Before planes were equipped with GSP and auto-pilots so good that they can land the plane, it was fairly common for pilots approaching Tampa International or MacDill AFB to line up on a runway at the wrong airport. Actually touching down was sometimes a career killer. The two landing areas are about 6 miles apart, with TIA about 10 degrees left of North of MacDill. It's easy to see how a distracted pilot could spot a runway capable of handing commercial (or military) traffic and thinking that it had to be the right destination.
