2019 front bumper value

I have a new 2019 front bumper I am thinking of selling.Less than 5000 miles Whats it worth Central IL

If you can get $100 take it and be happy. I have one off my '18 with 400miles on it and couldn't get rid of it so it sits on the shelf at work.

Fog lights or no fog lights?

If it doesn't have the fog light holes, be lucky to get much at all for it.
If it does have the fog light holes, it may be sought after by the XL or XLT guys that want to add fog lights to their truck. Still...$200 at most. I bought a brand spankin' new OEM fog light bumper from a dealer for my 2016 Ram for $300 shipped to my door FWIW.
