My guess is SROD(single rail overdrive). Kinda like a toploader 4 spd, but weaker. They put them in 80's car/trucks. Gives you three speeds and OD. But not anything you want to hot rod. They are not like a real toploader 4 spd.

That is exactly what it is. The shifter on the turret has a single shift rail, and 4th is OD. It is an aluminum case as well.
this is what i found, check out the link above if you care to.
if someone knows how to decode the tag better please let me know but what i got from it is:
RUG-E 1967 Mustang 289 wide 28-spline
or maybe
RUG-D 1967 Fairlane/Falcon 289 wide 28-spline
i lean toward the mustang one because the guy i got it from is a mustang guy but not your average mustang guy he is into very rare Budd Anderson mustangs
Sorry, but unfortunately that's not it. They did not make alum toploaders back then. The built in shifter is another give away. All the cast iron toploaders back in the 60's had bolt on shifters with external shift rods. Just look around David's website and you'll notice the difference between what you have and a real 4spd toploader.
Put the shifter in "4th" gear location, over/down and then spin the input. You'll notice the output is turning FASTER. That means it is OD.
Here is a RUG E tag from a 60's toploader:
Notice how few numbers compared to your later SROD tag.
