Added this post as i did not want to jump into an open repair
OK Gurus,

MY IPR video seem to have air flow (cant confirm the IPR is closed No batteris)
does not seem to going coming from any one place (seems like free flow)
is this the sound of a good system air flow? (or no Sound)
or is the sound of an open IPR?

also see photo is the the Connector mentioned and is the Same yellow-red stripe wire to ground to the (battery?) to energize the IPR
and ground that wire

In another post, Bismic, mentioned the connector and a location wondering if this is the connector near under the drivers side fuse box?

Without a scan tool to take active command of IPR duty to 100%, you can do it by having the key in the RUN position, and jumping to ground pin #2 of C1381c (the middle of the three PCM connectors between the driver side battery and the inner driver side fender well which requires the battery cover removed to access unless it's MIA) which will be a yellow wire with red stripe. This is the ground side wire to the IPR. On the IPR connector, Pin 1 is VPower (switched power) and Pin 2 is the ground from the PCM connector.

The PCM is beside the battery, against the drivers side fender panel. The protective cover needs to be removed to expose the connectors.

OK so this connector and this wire to ground. interesting if you look close someone else has been in here before.

the cover is easy to remove with a pocket screwdriver. you can see where they pinned ok got to get a pin in there and set the battery in placed
mine under the cover has a hitchhiker :>) also used some QD contact cleaner and rinsed these out as they are dirty inside the connector

 

pinned the Yell0w-red stripe battery drivers side only Key in ignition On the air flow noise goes away (guessing IPR is clsoed already)
set a jumper from battery ground to the red/yellow through a crude meter plug / and post switch
don't hear any change when i ground to the battery

did a five count no changes all quiet not a peep with the jumeer on
