bent bumper brackets
Take a 12" adjustable, i prefer a spud wrench because of the tapered end, adjust it to fit over the clip tightly and use it as a lever to flex it back straight. If it wants to bend at the end of the jaws of the wrench you'll need to pieces of angle iron to sandwich the plate and clamp the hell out of it with a boiler clamp or a heavy duty C clamp.
Other option is to hook a come-along, at least a 3/4 ton, park your truck in front of a steel column and use that as a leverage point. Probably will have to chock the wheels. You don't want to overbend these too far and risk having to bend them back and weaken the clip.

If you can bend them with a large pipe wrench or something similar, that's what I would do. If you use heat, you will have to bend with heat trial and error till the bumper fits. Not a good idea. You also may be able to hook another vehicle up to it and gently pull them out until they are better then use the pipe wrench. Doesn't look like you could get a sledge back there but maybe if they were straighter? JMO Sandy
On a 250, the brackets themselves were soft enough that the abovementioned 12" cheapo adjustable wrench bent them right back.
But if the frame doesn't want to come back to straight, you can put pressure on the bracket, and then slug the frame with a sledgehammer.
Bigger hammer, softer hits works better.

Being that the frame horns were cut with a torch so were the welds on the brackets. Look at the passenger side you can see s line between bracket and frame. Going to need to weld them and reinforce them if you want them to hold anything.
