My 2001 F250 with the 7.3 is having some issues with the windows, wipers, etc not functioning when I twist the key to ACC. If I start the truck, these items still will not operate for the first minute or two. Is this a faulty GEM? I have checked the Delay Relays and swapping them out does not help.
Either you or a helper hold a finger on the delay relay while the key is turned to the ACC position. If the relay is energized with a delay it's probably the GEM. If the relay clicks right away then it's probably an issue with the circuit that passes through the relay contacts.
Do you have any other info besides someone that does cluster repair? I repair some of my own BMW modules, so changing out a relay on a PCB is not a problem.

Your experience with the 02 does not apply to the OP's 01. The electrical systems are different. On an 01, the Battery Saver relay is in the GEM module.
I did do some research. I am an electrical engineer and I wanted to find a way to do it myself. I could not find a direct fit relay or socket from the pictures I found, but I think you could easily solder on some leads and connect a generic SPST relay. Nah, they did a semi-major change in the Super Duty electrical systems from the 99-01 vs. 02-04 models. The GEM went away in 02 and the functions it handled were moved elsewhere.
Just as a note, the relay in the cluster is not the "Accessory Delay" relay, it's the "Battery Saver" relay which controls the accessory delay relay which is still located in the CJB.
