We need pictures.
First wild guess without pictures, lights once were there?

Welcome Quazy,
Pictures would be very helpful, but being your first post you can't do it yet. Need four more posts I think. What is the approximate size and shape of the indentations? Are they symmetrical? Are there any holes?

Looks like they are 8 or 9 " around, it looked like there were holes but welded up.

Maybe some sort of roof racks to carry ladders or long lumber not able to fit inside..

Unless there are similar features on the rear of the roof to indicate a roof rack, I'm inclined to go with emergency vehicle lighting too.

You are absolutely correct. In that case a roof rack or emergency lights to the rear too. I'd check for any remnants of wiring.
