Only issue I have with spraying for leaks is in my little experience, if the leak is large enough and in the right spot that the rpms are so high and it's running so rich that it won't notice a little bit if carb cleaner. Maybe if you went full flood and got enough in to bog it down? I'm going to make a smoke tester in the very near future and post it here if successful.
That did cross my mind but figured it was worth a try.
If it did not find anything then smoke is the way to go.

I saw that and lots of different homemade smoke testers. Figured I'd try to make one fairly cheap that will run off the battery of the vehicle being tested. If it works out I will share it here. I figure plenty of people won't want to use a cigar.

Everything is now /functional/! After checking for leaks and getting frustrated enough to pull the carb back off and look at everything again, I found the problem. 100% my fault haha. The throttle position sensor was installed in front of the little retaining plate. Apparently it was just 1/8” or so too close to the cap it sits on and it was binding up and not allowing the throttle to close easily.
Not one one of my finer moments but this has all been a huge learning experience for me. Thank you again for all of the help and input from everyone!
