I think he was referring to the next generation of "connected" vehicles that have their own IOT connection and can "phone home" without ever having anyone physically connect anything to the vehicle.

Next thing you know the vehicle will upload a speed report every time you pass under one of those toll gantries and a speeding ticket will arrive in your mailbox. People have to stop putting up with this type of real world monitoring, (like the insurance company Drivewise dongle thing) or is going to keep getting worse and worse.
Just because some have never seen their CEL get checked at inspection doesn't means it doesn't happen. Common sense says if the visual warning indicator (CEL) doesn't work then there's no way to notify the driver of an issue, so therefore it must be checked for proper working order.
Agree. The test is as simple as:
1. Inspector sit in car
2. Inspector turn ignition to on/no start
3. CEL light on or off?
4. Inspector start engine
5. CEL on or off?
Unless a vehicle owner knows the inspector is looking for the CEL at just the right time, they would probably think the inspector is just starting the car.

Agree, but at least it is still optional. I can see that someday when enough information has been gathered from these things that someone will put together statistics that supposedly show why everybody needs monitoring of this sort on every car. Then things will get messy.
so after spoending close to a year dicking around with this truck i brought it down to be inspected which it failed because the check engine light does not come on. i am so sick of this truck. every time i think i"needs some work" special and i have been chasing my tail since thanksgiving 2017. i pulled the cluster assuming the crep i bought it from pulled the bulb for a quick sale but now i see that there is no bulb and it is in fact an LED sodered to the cluster circuit board. in fact, i am not even sure where th light is and what it looks like on these trucks. is it the wrench? does it look like a motor? does it say CEL or check engine? ugh. !!
So . . . back to the original issue:

When you turn the ignition from off to ignition on/engine off does the CEL illuminate for at least a couple of seconds?
