Gauge problems, not the voltage regulator

Gauge problems, not the voltage regulator

Ok so here’s the problem, originally the temp, oil, fuel gauges all pegged out. I replaced the voltage regulator on the back of the instrument cluster and all the sending units too for good measure. Now the gauges kinda work but all of them are reading higher then what they should be. (1/4 tank reads 3/4; cold engine reads normal operating temp; etc) I checked the voltage coming out of the fuel gauge and it’s reading about 5V, that means the other 2 gauges also have 5V(which is still too much). All my ground wires have been cleaned or replaced. I was wondering if anyone knows what the actual voltages should be coming from the gauges to the sending units?
Additionally, does anyone know where exactly the resistor wire, that feeds into the instrument cluster/gauges, is located? How many ohms should it be? Any thoughts would be appreciated, as I am completely out of ideas.
