The year makes no difference on the rotted backing plates and anchor pins. They rub on the backing plate every time the brakes are applied. This causes bare metal then rot on cheap inadequately engineered parts. The pins pull through the plates and now you've got a mess. Both my SDs have/had this well-known problem.
Google or search me here on how to fix it temporarily. There are many threads here on plate replacement.
Of ciourse if they inspect ok then the shoes may simpley need to be adjusted.
