On the photo, left key is for opening all doors. Right one is for ignition/starting, but middle one which looks very similar to right, I don't know the purpose. There is different markings on both, but cannot figure out...

I can't remember when they started it, but I'm sure it was long before '94, but you should have ONE key that does everything. My guess is that someone replaced some locks and didn't replace all of them.

That would be my guess as well. I have found a good supplier of OEM quality keys and lock cylinders including the whole ignition lock cylinder who can sell a full set of keyed-alike locks for most any E-Series. Here's his main page on eBay: Ford Keys & Cylinders
