My water pump took a crap so I want to replace my belt while I'm at it. Every forum thread I've read has contradicting information on what constitutes a cold weather package. One says a block heater, which I have. One says block heaters are standard. One even says cold weather packages don't exist with several posts agreeing.
I have a block heater, I don't think I have an AIH judging by the location I've seen in videos. I don't know if being E99 has affect on this.
The only marking on the current belt is D=11
There should only be one belt for a single alternator truck. I'm not sure about dual alternator trucks. I'd replace the tensioner and idler while you're at it. You don't have an AIH being an e99.
FWIW, at 150k I bought a new belt and put it on. It squeeled a little so I put the OEM one back on. It's still on there at 300k. The new one is behind the back seat.

That's the one you want...just got done going through this same back and forth about 2 months ago...can confirm it fit very well on a 99...no difference on the belt/path for E99 vs L99 with single alternator...

There are 2 listed for single alternators. cold weather package is shorter. Maybe you got the shorter one and it caused the squeal. I noticed a bump in the rubber on it along with dry cracking. I'm at 220k and it's probably stock.

Thank you I went with the gates 81223HD It has nothing but 5/4 star reviews on amazon so I figured it should be a good one.
All of my parts arrive today but I didn't know you needed a special tool for the fan clutch so I'll have to wait until Tuesday. :/

Cold Weather Packages DID exist.
And in early 1999, up until 2000, you could have Ford delete the Cold Weather Package (Deletion RPO Code 60X).
This means that all the 99 guys who pay to change their turbo pedastals to delete the Exhaust Back Pressure Valve could have had it deleted at the factory, not only for free, but with a slight discount taken off the MSRP. Because that is the core component of the Cold Weather Package... the Exhaust Back Pressure Valve, and the engine calibration to manage it's maintenance cycling and operation. That, and the engine block heater.

Ford Source Books were sent to Ford dealerships. It is doubtful that dealerships would keep them going back 18 years, as they are rather large (6" thick full size binders), but you could try asking your local Ford dealer.
