I have a 2000 F350 SD 7.3l. I am having issues with thr transmission not shift from 1st to 2nd and 2nd to 3rd. when i take off from the a light if I accellorate to quickly it will rev out to 3500 rpm and not shift, so I have been letting off the gas at the normal shifting point and for thr most part it will usually shift to 2nd and then I have to repeat the process to get to 3rd and then the rest of the shifting is fine. Sometimes when it doesnt want to shift the light on the OD button will start blinking which makes me think it is something electical? I have plenty of fluid and I am not getting codes on a OBDII scanner. Is this a simple fix or do I need to take it to a shop for a rebuild or something else?

You're scanner isn't capable of reading the codes, it takes a fancier one to get them. But from your description, I'd take a look at the feed bolts and see if they're loose.
Once you get up to about 35-40mph manually down shift to 2nd gear. Does it feel like the transmission slowed you down? If so, wait until your speed is about 20mph and then shift from 2nd gear to first. Does it slow you down again?
Try manually shifting into first gear, get up to 20mph and manually shift into 2nd gear. Can you feel the transmission shift?
Does Reverse work fine?
Low ATF fluid or dirty fluid could cause your issue as well as the feed bolts backing out. You have 3 feed bolts in the 4R100. The single bolt above the two goes to your hydraulic feed passage for the OD feed piston, the other two bolts go to your direct drive (3rd gear) and the intermediate clutch pack (2nd gear). Technically they hold the center support of the transmission.
When mine backed out I could not go forward, but reverse worked fine.
Make sure to check your fluid level with the truck running.
I have not tried to do the downshift procedure you mentioned but will try it today. My fluid levels are normal but i could have it and the filter changed to see if that helps. Do you have a digram or photo link about the feed bolts? I am not familiar with the location or what they look like. I do have reverse and all of my forward gears work, I just have to not accelorate very fast for 1st and 2nd gears to work and have to take my foot of the pedal in order for it to shift. could there be an electrical part going bad since the OD light will blink periodically when im driving?
The OD light blinks for transmission problems and not all of them are electrical. I'm willing to bet that you won't be able to fix this without getting the codes read. Without the codes all anyone can do is guess.
Yeah, sounds like you need a scanner, ForScan is free and will pull the codes you need. You would need an OBDII to USB adapter. I got mine for like $20. Load Forscan on a laptop and hit the scan button, it will show you the codes on the left hand side. Otherwise you may have to take a trip to a FORD dealer or shop with a decent SNAP ON scanner unit.
