I always tightened the bolt on bottom all the way. Then used the big handle to give tension. Some use a rule of thumb saying use 2 fingers on handle to tighten down as much as you can. If you need more tighten until you get the sway control you desire.

This is the perfect starting point. My WDH came with one sway control, I ended up adding another to have one on both sides. I'm now comfortable with the method above plus half a turn. So its nice and snug but not so tight that they are screeching on every turn.
Do keep in mind that when you are backing it in it is best to fully loosen or remove them completely. You can leave them tightened but I think loosening them makes life easier and you won't risk damaging them.
