1948 front plate bracket

Just wanting to confirm which way the front plate bracket was originally riveted to the bumper.
I believe it goes the way in the pic, if the right side of the picture faces away from the vehicle.

If the front of the bumper was under it it would be correct

Standing in front of the truck, you see the rivets in front of the plate. They're exposed.
