It looks like you are only missing the air pump belt and you don't need it to get it running.
Does the motor turn over by hand but will not with a fully charged battery?
If yes to both then either change all the battery cables or pull them and clean the ends& where they bolt down at.

Once running do worry on how bad it my run if compression and carb is good as it may be the feed back system the truck was built with.
This is known to have issues if not fully working as it goes into limp mode. There are post on converting to non-feed back system.

Hayne's Manual for 1980 ford trucks. There is also a CD of the orig factory service manual on ebay
