HVAC Recirculation mode question

2003 V10 EB with electronic HVAC controls

So when I want the AC on, this is what I do:

Press the AC button

Press the recirculation button

Set fan on medium fan speed

Temp is usually set at 60

So my question is why do I get exhaust, dead animal, or bad outside smells when the recirculation mode is on? What can I check to make sure this mode is working?

Look at the actuator behind the glove box and see it it moves as the recirc mode is turned on and off.

So flip down the glove box and is it back there? Should I see of hear it moving?
