Really? Max tow and everything? The ones I have seen are HPP.
This thread prompted me to go look at my frame sticker, I can take a pic of it and the window sticker if you'd like.

This is pretty interesting! Will have to check out my truck and see what frame I have. I've been looking into the axels and it seems tough to figure out what packages have what axels! In the family there is 3 2016 f150s all 5.0 157"wb xlt sport fx4 packages. My truck has a 9.75" axel with 3.73 the other two have 8.8" axels one has 3.55 other 3.31. If you check the window sticker they all have the same 7050lb rating.

Okay that makes sense, no max tow means no option 53c upgrades.

Well 3.73 is heavy payload package or available on the 2.7 with payload package and is only available in the 9.75 axle. Only the 3.5EB gets the 9.75 as standard all other engines get the HD8.8 standard. Unless ordered with a payload package.

I also ordered it with 3.73's, not sure if that made a difference either.
My 2015, 156.8" frame has a HD decal on it. I have the Max Tow Pkg. It came with 18" wheels and 275/65/18 SL tires. 3.5 EB, 9.75 rear axle. 302A, Sport and FX4 packages, 7050 payload.
As far as what axle and frame your truck has it’s a simple answer. Whatever part was close to the assembly line. If the correct part isn’t right there that line will stop for only a few minutes and then it’s ‘ship it’.
You can get both if you get the 300A package. Also on the Lariat with the 500A package. basicly the heavy payload can only be ordered with the base option package on the truck.
Did they possibly change their frame designations around for 2019, or re-rate them in some way to do away with the HPP frame designation?
Yes Ford has changed the frames, early 19 builds still got the HPP in that configuration but now all seem to be shipping with HD frames instead and the HPP is now back to being only on HPP optioned trucks.
