Transfer case issue

My 04 fx4 is having an issue with the transfer case. The transfer shifts in and out of 4 hi and 4 low with no problems. The hubs engage as they should. Spinning the front wheels while the hubs are engaged spins the drive shaft with the vehicle lifted off the ground. The issue is when engaged, the front wheels do not receive any power. With the vehicle raised and 4x4 engaged, the front drive shaft does not turn. Anyone seen this issue? Im thinking the transfer case is bad. Thanks for any input or suggestions.

There is a separate fuse that powers the forward clutch in the t-case, make sure it's not blown. I think it's fuse #27
