1999 (early build) F250 Super Duty Extended Cab 4X4 diesel / automatic. High mileage. My ABS light is on. Off when I start the engine, then on as soon as I start moving. ?1) Where are the rear wheel sensors located? The front sensors are clearly visible. The only thing I can see at the rear is the Vehicle Speed Sensor located atop the differential. Is that the ABS sensor as well? Otherwise no electrical cabling seems to be routed to the rear wheels. Odd to note that the rear drivers side disk caliper is mounted leading the rear axle, the passenger side behind the rear axle. ?2) My speedometer / odometer often fail to operate. Sometimes yes, sometimes no. Is this part of the same problem?
PS: my ACTRON and BOSCH OBDII scanners fail to communicate to the PCM on both my Super Duty diesel trucks. .....I also use a very clean 2002 F350 4X4 diesel with the 6 spd manual to pull my 5ht wheel. The 1999 F250 in question here is my dirty work truck.
Don't know if it's related but the speedometer issue could be your Vehicle Speed Sensor (VSS) in the pumpkin.
I have an old ACTRON that will read basic codes (that turn the SES light on) but nothing else. You will need specialized software to read all the codes on your Powerstroke as it is only partially OBDII compliant. Auto Enginuity is an option but not cheap. You can also read them with FORScan (free for your computer) if you can connect to the OBDII port. That should shed some more light on where your problem might lie.
