What Does This Device Do?

While working on a recently acquired 99 F250 diesel I discovered a small device that looks like a 12v solenoid valve. It is located inside the truck frame under the driver, just behind the high pressure fuel pump. I had to cut the single control wire routed to it due to worn through insulation and bare copper wire. It connects to two 1/4" rubber hoses. One terminating, hanging open, about 12" behind the device. The other hose disappears into the engine bay. The gizmo has all the appearance of an aftermarket piece but not sure. The truck seems to run fine without it. At least for now. Please see the 2 photos. Any clues??

What Does THis Device Do?

Thanks for the tip. Yes the horn does work. Perhaps the valve was used for an air horn at one time..
