I have seen many times on the car shows where the fabricators will take a heavy cardboard or chipboard I believe is the correct name and use it to make the panels to size and when they are satisfied with the shape and look of the piece, then transfer it to sheet metal for the final product.
Where can I get some of this chipboard or heavy cardboard pieces to use for fabrication purposes? I have looked at walmart and the premium poster board is pretty thick and would probably work but I think I would like the natural brown cardboard look better and maybe a little thicker material.
try the big box stores or appliance stores.. they usually have appliance or furniture boxes after installs... We have a cardboard box making company close by and you can buy 10' x 12' sheets. I bought several from them to box up a complete front doghouse and ship to Norway once.

It depends on what I'm fabbing. Most of the time regular poster board works pretty well for most things. I can see that if you were working on something large than a stouter material might be needed.
It won't help for the large size you are looking for, but for smaller pieces like frame boxing or brackets I like file folders. Come in a nice box for storage, work well for me. Easy to cut with scissors, transfer holes, etc.
I've used 1/4" plywood for mockup on inner fender aprons. Like Bobby said, poster board and foam board is good, found at your local office supply house.
I actually found some 32" x 40" chipboard today that is pretty thick at Hobby Lobby for $3.99 a sheet. I am sure you can find it for 30% - 50% off every now and then.
Hobby stores should have what you're looking for, around here it's called hobby lobby. They carry the perfect thickness of cardboard for mocking panels.
