Storm water is taxing the treatment plant and the overflow is directed to the river. EPA wants it to stop, the City is broke and can't fix the problem. They've known about this problem for 50 years and did nothing until the EPA dropped a $18000. a month fine on the City.

I figured that it had to do something with that. I know that in the City of Rochester, there are areas where the storm and sanitary sewers combine into a very large trunk sewer that goes to the treatment plant. Heavy rains can cause higher than normal volumes at the plant which increases operation costs.

In the older sections of Peoria all storm water goes into the sanitary sewer.
