I removed this bracket when getting to the passenger side exhaust manifold. I took the wheel well cover out. I do not remember where this bracket goes but I believe at least two of these bolts go to it. Perhaps near the fan side of the wheel well?
The two holes located close together bolts to the radiator core support using the two matching bolts in your picture. The single hole on the end goes over the long battery bolt closest to the radiator core support. The remaining bolt in your picture is not used in the assembly.
That other bolt & clip nut could be for any number of places if you had the fenders off.
I think there was 1 thru the plastic inner fender to the fender to the rear and up.
I think there are 2 of them near the firewall / hinge area on the fender to the brace off the fire wall, should have shims under the fender.
There is 1 bolt half way down the door jamb that holds the fender to the body.
The last one is at the bottom of the fender to rocker.
I think all the other bolts with that clip nut for the fender are smaller and have small headed bolts.
