Verifying TDC mark on the balancer is a good plan. Is it off? Very common problem with old balancers. Was off maybe 10 to 20 degrees when I bought my truck.
Had to remove water pump today! (don't ask)lol. Finally found timing marks on damper, they were under a lot of paint. All by their self the marks won't help me get a precise TDC, will they ? No pointer Engine still no start. Guess I'm not holding my tongue right. She been telling me about not holding my tongue right for years.
You had to have some kind of pointer when you were trying to locate tdc. You can use that and your marks for now. It's possible that your marks are better than the damper, if the mass has slipped. Your marks will only be correct with the pointer you used, anyway.

Yep, that was the one I was going to suggest. It's the most inexpensive pointer I could find @ $22 plus the ride.
Then, when you discover the damper needs replacing it will save a few bucks towards that. Well, that and the timing chain and gears. You might as well replace the water pump too, since that has to come off at the same time.
And the heads undoubtedly need some work, new lifters, shafts, springs, guides, pushrods, some valve work, a little machine work. Since the heads are off, figure on re-ringing the pistons if the taper isn't too bad, and some oversize bearings for the low end. 'Course, a 4 barrel intake would be a snap at this time too ya know....

Actually the engine was rebuilt last spring. And it ran good. Trouble started when I realized the vacuum advance was bad. Had to pull distributor, but my helper pulled it but only made lousy reference marks. Been trying to get TDC and distributor in correct spot ever since. Finally found it last evening. It's "ALIVE" !!!!!!!
