Strange Black Box

I have a 95 F250 XLT with the 5.8L. This weird box with connector is under my steering column and appears to be factory. There are no splices to the wiring harness as far as i can see too.

Unplug it and see if the wipers work. It could be the interval controller box.

Its already unplugged. Thats the connector for it hanging

Isn't that just the cover for that bunch of wires above it in the picture? Or are you talking about the bundle of wires as the box? Time to trace a few of them. Easy for me to say.
