I don't have that bracket, and my truck does not have the step or the tailgate assist (although I have since added the assist)

Funny, since I don't see how that little bracket would make a difference if the impact was enough to rip the tailgate from its hinges and break the cables and/or their mounting points...

So, what I was told years ago is that it is designed as part of the accident injury avoidance requirements for crash testing. Because of the increased weight of the tailgate due to the manstep, it prevents the tailgate from being disconnect and thrown during an accident.
