When I look up the new PCM you have it turns up as a 2001 f250... so the question is, will the ford dealer program it for a 2001 Excursion with CA specific program. ( smog checks out here Plug in and verify this )

Talked to my dealer today, you're official birth day is 04/25/01, he pulled your build sheet. The PCM part number you need per the sheet, and any superseded numbers is 1U7Z12A650-FSA. This is the same part number as the unopened one I have. My thoughts were since I bought mine as an impulse last Nov, and you must be down with your PCM, I was going to offer up mine since I may not really need it.
But my dealer did a nation wide search at my request, there is supposed to be a Ford factory reman like mine at Central Ford in South Gate, CA. It would come with the 2 year Ford warranty, and will need to be PATS programmed just like mine does. It retails for $1197.70, and wholesale cost is about $900.00, which is what I paid at my dealer as I have a commercial account.
Now I'm thinking with the rarity of this, and there appears to be one near you, I should keep my un-opened one and have it PATS programmed while it's still under warranty. On the phone now, he does have it in stock, but just pulled it for a cust of which he is unsure if she will pick it up.

I'll call my parts guy at my dealer when he's back on Monday. He'll tell me what part number you are supposed to have. Go with Ford reman when you can, 2 year warranty
There must be something simple that goes out on these, like a dried out electrolytic capacitor or something. Known cold solder joint, maybe.

Surface mount electrolytic capacitor in round can upper left on his pics. You would be surprised how bad a board can be and still be fixed. I have used my stereo microscope and spent hours digging a multilayer board to fix one bad trace.. At some point, it costs more than it is worth to fix. THAT is what is usually the case when the techs say that it is not repairable.
So, if you wanted to put an F-series PCM in your Excursion and it was an 00-01, you would use a DPC-432 (without PATS).
For a 2002 X, you would use a DPC-452 from an F-series (without PATS).
For a 2003, you would use a DPC-492 from an F-series (without PATS).
Mike, confirming again. I could get a DPC-492 from any F-series without PATS to use in the EX? It doesn't have to match the part number that I have quoted earlier?
Prakash, it will NOT match if it is from a truck (F-series). You will be looking for a different part number. He has them on the shelf at the link I posted. You send him your core and he sends you a repaired unit, or you send him your computer for testing/repair.

This is what he told me today when I asked him about fixing my old, broke one:
"Yes, I can rebuild it.
When the chip gets pulled out with the key on, it pretty much always fries the microprocessor, and 10% of the time it also fries the EEPROM. The EEPROM is where all the information for the PATS (Passive Anti Theft System) resides, and if I have to replace it, there will be no way to enable it in the future.
So, if having the PATS system functional is important to you, I'll need to know that when you send your PCM in, and I will be sure to send you a rebuilt PCM that has NOT had the EEPROM replaced.
I will ship that PCM with PATS disabled, which will allow the truck to start/run/drive, and then you can take it to a Ford dealership or a shop with the Ford IDS scan tool to do a PATS reprogram/key relearn.
(This can only be done with the PCM, PATS Module, Key Transponder & Receiver together on the truck)."
In other words: He has the parts to fix these, and he knows what he is doing.
