maybe. Ford sells the controls and it might be simple as installing them in you wheel. You may also have to make some changes with forscan.

You can replace the entire steering wheel with a new one that has the buttons already installed. I myself installed a factory leather wrapped wheel from a Lariat truck on to mine (XLT), $160 from Tasca Ford, not sure if the change would help your situation, you may be lacking the wire harness in the column.
