If not...you do not want to change to a smaller steering wheel.
With manual steering & 4WD, if you install a smaller diameter steering wheel, it will take one hell of a lot more effort to steer it.
This is why Ford used an 18" diameter 4 spoke steering wheel on 4WD's, a 17" diameter 3 spoke steering wheel on 2WD's.
In this case...size does matter!

Plus the regular 2 wheel drive wheels are too small a center diameter for the column.
You can change the column to a 61 to 64 2 wheel drive and use the smaller wheel. But as Bill stated the effort is greatly increased.
