Question 1997 Expedition 4wd gremlins

I have spent two days searching this group forum, and have not found anyone with the same issues. Many similar and threads on here helped me chase some of the gremlins and got me closer to where my truck used to be. But, I,ve hit a wall here and hoping someone can assist. My 1997 Eddie Bauer 4wd Expedition started exhibiting the typical water/gem related symptoms. Windows worked intermittently, 4wd worked part time, wipers worked when they felt like it, then developed a severe parasitic battery drain. I replaced the interior fuse panel and the GEM and new battery and adjusted the rear wiper to ensure it was fully "parked". This stopped the parasitic battery drain and allows the truck to start and run well. I still have an issue with the 4wd. When switched to A4WD, the light on the dash illuminates properly and the relay in the GEM can be heard. When switching to 4H or 4L, the A4WD light stays illuminated and no sounds from the GEM relays can be heard like you normally would. Current tests at the vacuum solenoids (both 2WD and 4WD) check out properly when the switch is moved from 2WD to 4WD. Just no noise from the under dash relays, GEM, or the transfer case shift motor. Anything else I should check before replacing the shift motor?
