Because it will only call 911. It will not call any other phone number. The feature is either on or off. If off no call to 911 in case of accident, if on it will call 911.
Selecting any other phone number to call is not an option. The discription of how it works is here.

I understand you may be able to input an ICE speed dial number, but the system will only call 911 in an accident.
Looking at Ford’s description of how it works for the ICE numbers, the pictures are for an older version of sync. These pictures are of the system I have in my 2013 Fusion.
This could be another case of a function that does not work in the new version vs an older version. It would not be the first time Ford’s programmers left the hooks for a software function that actually does not work correctly in the sync system.
Or perhaps it worked in an earlier version of sync, say 2.3, but is now broken in 3.0.
i never tried to use this function in my Fusion or F-250, but I’ll see if I can input the ICE numbers in both and check them after a key cycle.
UPDATE: I added ICE contacts to both my older sync system and sync 3 in my F-250. The contacts where there after the key cycle. So it works as it should, for me anyway.
To the OP, perhaps it’s your phone or the way sync down loads your contacts. The key must be in the on, not ACC, position in order to access the ICE contacts. Also, what version of sync are you running? My truck is running 3.0. I have iPhone 6s running IOS 11.4
These contacts can only be dialed from the 911 assist screen by pressing the ICE contact button for the one you want to dial. They are not called when the 911 assist is activated.
